Plano Nacional de Educação de 1937: a função por detrás das delegacias federais de ensino

The present research aimed to investigate the agency of the federal education offices instituted by the National Education Plan of 1937 (PNE). First, a direct analysis was made to the original document that decreed the PNE, so as to be able to raise the educational changes instituted by the plan. After that, a documental analysis was carried out in the Gustavo Capanema Digital Collection, Minister of Education at the time, made available by the Centro de Pesquisa e Documentação de História Contemporânea do Brasil (CPDOC/FGV). In this analysis, we found some documents that enabled us to partially analyze the activities performed by the federal delegacies and those who were their agents (delegados and inspectors of education). The PNE did not specify what exactly would be the activities performed by the federal delegacias and their agents, it only instituted the delegacias as inspection organs. However, through document analysis, it was possible to deepen, albeit briefly, the knowledge about the exercise of this body, which, in addition to being an inspector, was also an intervener.
