Paraty, ordenação sistêmica da paisagem ordinária e excepcional valor cultural e natural: Um estudo decolonial para futuros não-pandêmicos e sustentáveis

The Covid-19 pandemic has shown us the importance of reflecting on the possibilities of coexistence of life on earth and the contemporary ways of life that led to the current global health crisis, which unequally impacts social groups and countries. With this, the present study seeks to understand the process of ordering the ordinary landscape from the decolonial lens of border thinking, considering the structuring role of open spaces in the proposition of ordering guidelines aimed at sustainability. The understanding of planning strategies for landscape protection in areas of exceptional cultural and natural value, understanding that both the ordinary and the exceptional refer to a single landscape in a system where biophysical, urban and sociocultural dynamics collaborate to form the all. The reflection materializes through the study in the hydrographic basin of the municipality of Paraty, which integrates the recent recognition as the first mixed site inscribed as world heritage in Brazil. Despite all the overlapping of legislation that affects the territory, whether environmental, heritage and those related to urban development, the regulation is still fragmented, which has resulted in the uncontrolled growth of urban settlements that are not integrated into the landscape. From these analyzes we will reflect on learning at the frontier to think about possible, fair and sustainable futures. Our aim is to discuss how the case of urban planning in Paraty leads us to multiple designs and alternatives for sustainable living on the planet.
