This research project aims to promote a qualitative study on the practice of affective sponsorship of children and adolescents in Brazil, in the light of public policy theory. Thus, this endeavor seeks to investigate how the sponsorship projects in progress work, besides checking the evolutionary stage of the model of relationship between adults and children, that is, or should be mediated and managed by the State. Thus, the aim is to identify how the social actors responsible for guaranteeing the rights of children and adolescents concretely practice affective sponsorship through their programs. The objective of this model is to allow the child to enjoy a personalized loving relationship that, as a rule, does not exist in the host institutions. The locus of the proposed research is that of institutionalized children, deprived of family life for various and serious reasons, when reintegration into the family of origin is impracticable and adoption is difficult. These are children and young people who, because of their profile, are not wanted by adoptees and, on the other hand, have found their biological families environment hostile to their full and safe development. Since affective patronage is a practice born sparingly in some counties, on the initiative of host institutions, magistrates, adoption support groups, its modus operandi does not follow a broadly prescribed national rule, and it is imperative to study beyond its genesis and social objectives, understanding their procedures. At the end of the research effort it is intended to collaborate with the improvement of this activity, taking into account the fact that this classification is part of a public policy essential to alleviate the very serious issue of abandonment, in the hypothesis that neither reintegration nor adoption are possible immediately. Thus, with the results obtained in this project it is expected to offer a critical description of the affective sponsorship projects underway in Brazil, able to collaborate with its improvement, as a public policy and, consequently, to facilitate the state task of mapping public strategies at the local levels. and nationally, to guarantee children and adolescents their fundamental right to affection.
