Due to the COVID-19 pandemic, notable changes have taken place in the global order. Aiming to contain the sanitary, social, economic and political crisis, different models of mitigation and suppression were adopted around the globe. It is in this context that Public International Law stands out in its intersection with Health Law. In that sense, WHO regulations in the Brazilian legal system have never been more relevant than in the combat of one of the biggest health crises the world has ever faced. Therefore, interests and questions arise about the production of WHO standards and their implementation in Brazil. Thus, the present research aims to identify forms and strategies for incorporating WHO regulations into Brazilian law at the federal level of the judiciary, legislative and executive branches. Through it, we seek to answer the following question: in what way, and to what extent, is the WHO regulation incorporated into Brazilian Law?
