This paper analyzes the performance of the Court of Accounts of the State of Rio de Janeiro in supervising the works of the Metropolitan Arch. Based on an extensive analysis of the literature on the State Courts of Accounts, official documents of the state of Rio de Janeiro that regulate the activity of the TCE-RJ, as well as internal regulations, documents prepared by them on the Metropolitan Arch and interviews conducted with bureaucrats who participated in the work, we found that there are no formal institutional incentives that lead to the cooperation of TCE-RJ in the promotion of public infrastructure policies for the executive. The incentive, in fact, is just the opposite and ends up hindering the exercise of infrastructure policies in Rio de Janeiro.
